Certificates in India: time limits, and what to do if your certificate is late
For anyone waiting on an income, domicile or caste certificate from a state government office.
Many states set a legal time limit for certificates under a Right to Services law. In Maharashtra, income and domicile certificates are due within 15 days of a complete application. If yours is late, file a first appeal within 30 days, then a second appeal, then go to the State Commission.
The 30-second answer
- Find the time limit for your certificate in your state's list of notified services.
- Note the start date. In Maharashtra the clock starts when the complete application is received, and you get an acknowledgement with a unique application number.
- Wait for the limit to pass, or for a written rejection.
- File a first appeal within 30 days to the first appellate authority named in the list.
- Go higher if needed: second appeal, then the State Commission for Right to Service.
What can I do if my certificate is late?
Check the notified time limit and when it started. In Maharashtra it counts from receipt of the complete application. Once it passes, file a first appeal within 30 days to the officer named in the state list. Keep your acknowledgement and Application ID, because the appeal form asks for them.

How the clock works in Maharashtra
The Maharashtra Right to Public Services Act, 2015 has been in force since 28 April 2015. Under section 5, the time limit counts from the date the complete application is received. The officer must issue the certificate or reject it with reasons in writing. The Act does not say whether the days are working days, so our calculator counts calendar days and says so.

Quick answers
Is there a legal time limit for getting a certificate?
In Maharashtra, yes. The Right to Public Services Act, 2015 lets the state notify time limits, and the Revenue Department lists 15 days for income and domicile certificates.
Does the appeal cost anything?
We found no appeal fee in the Maharashtra Act or the 2016 Rules. The Rules only mention a fee for the service itself, if one is notified.
What happens to an officer who delays without reason?
In Maharashtra the first appellate authority must impose a penalty of not less than Rs 500, up to Rs 5,000, if the officer failed without sufficient and reasonable cause.
