Income certificate in Uttar Pradesh: the 20 working day limit and how to appeal (checked October 2026)
For anyone in Uttar Pradesh who needs an income certificate for a scholarship, an admission, a pension or a scheme, and wants to know when it is late.
In Uttar Pradesh the Tehsildar must issue an income certificate within 20 working days under the Uttar Pradesh Janhit Guarantee Adhiniyam, 2011. The state's service list names edistrict.up.gov.in as the portal. If it is late or rejected, appeal to the Sub-Divisional Magistrate within 30 days, then to the District Magistrate within 60 days.
The 30-second answer
- Apply online: the Janhit Guarantee service list on the Chief Minister's Office website names edistrict.up.gov.in as the portal for income, caste and domicile certificates.
- Who issues it: the Tehsildar (designated officer).
- Time limit: 20 working days. Public holidays are not counted (rule 5 of the Janhit Guarantee Rules, 2011).
- Late or rejected? First appeal to the Sub-Divisional Magistrate within 30 days, then a second appeal to the District Magistrate within 60 days of the first appeal decision. No court fee is charged for an appeal.
- Fee, documents and validity: not published in the official sources we could open. See the note at the end.
How many days does an income certificate take in UP?
Up to 20 working days. The Revenue Department notification of 15 January 2011 under the Janhit Guarantee law gives the Tehsildar 20 working days, and the state's service list of 14 December 2022 still shows the same limit. Public holidays are not counted.
Uttar Pradesh time limits for revenue certificates (Janhit Guarantee notification, 15 January 2011)

|---|---|---|---|---|
| Income certificate | Tehsildar | 20 working days | Sub-Divisional Magistrate (30 working days) | District Magistrate |
| Caste certificate | Tehsildar | 20 working days | Sub-Divisional Magistrate (30 working days) | District Magistrate |
| Domicile certificate | Sub-Divisional Magistrate | 20 working days | District Magistrate (30 working days) | Divisional Commissioner |
Rows copied from the English translation of Revenue Department notification No. 2198/I-14-2010-33-(100)-2010 T.C.-III dated 15 January 2011, published in the Uttar Pradesh Gazette. The consolidated service list on upcmo.up.nic.in, dated 14 December 2022, links the income certificate row to the same notification and shows the same officers and days. For the domicile row, that web list shows the Sub-Divisional Magistrate as first appeal officer, but the Gazette names the District Magistrate, so we follow the Gazette. edistrict.up.gov.in did not open for us on 29 October 2026, so we could not check it for a newer limit.
When does the 20 day clock start?
Under section 5(1) of the Act, the time limit starts on the date you submit the application to the designated officer, or to a person under that officer who is authorised to receive it. Your application must be acknowledged. Rule 4 says the acknowledgement is given in Form 1. If your documents are complete, it must show the last date by which the service will be given. If documents are missing, the acknowledgement says so and gives no date. Within the time limit the Tehsildar must either issue the certificate or reject the application with reasons in writing (section 5(2)). Public holidays are left out when counting (rule 5), so the 20 days are working days.
Is it 15 days or 20 days?
A Public Service Management Section (Lok Seva Prabandhan Anubhag) notification of 21 October 2022 added new services to the Janhit Guarantee list, including "redressal of grievances related to income certificate". For that grievance service, the Tehsildar has 15 working days, the first appeal goes to the Sub-Divisional Magistrate and the second appeal to the District Magistrate, each with 15 working days. The 15 days apply to a complaint about an income certificate. The time limit for issuing the certificate itself is still 20 working days in the state's list of 14 December 2022, which shows both services as separate rows.

What the appeal rules say
The Uttar Pradesh Janhit Guarantee Rules, 2011 set these points:
- No court fee is payable with an appeal (rule 7).
- The appeal must give your name and address, the name and address of the officer whose decision you appeal against, the details of the order, the grounds and the relief you want (rule 8). If the office refused to acknowledge your application, give the date of the application and the name and address of the officer you gave it to.
- Attach a self attested copy of the order, copies of the documents you mention and an index of the documents (rule 9).
Under section 7 of the Act, if the officer failed to give the service without sufficient and reasonable cause, the second appellate authority can impose a lump sum penalty of Rs 500 to Rs 5,000. For delay it can impose Rs 250 a day, up to Rs 5,000. It can also order that you be paid compensation out of that penalty, not more than the penalty imposed (section 7(3)). The officer must be heard before any penalty.
If the portal does not work
The note on the Janhit Guarantee service list says that if a portal link does not work, has errors or is not fully online, you can complain on the state's IGRS portal samadhan.gov.in under the category for the running of departmental websites and applications, or call the Chief Minister's Helpline 1076. The department that gives the service resolves it.
What we could not confirm
The Janhit Guarantee notifications, Act and Rules do not give a fee, a list of documents or a validity period for the income certificate. These would be on edistrict.up.gov.in, which did not open for us on 29 October 2026. Not published in the sources we could check, so we leave them out rather than guess. Check the e-District portal or your tehsil before you apply.
