CPGRAMS grievance: how to register, file, track status and appeal
For people in India with a grievance against a Central Ministry, Department, State Government or other public authority, who want to file it on CPGRAMS, track it and appeal
File a CPGRAMS grievance free on pgportal.gov.in or the CPGRAMS app after you register and log in. It goes to the Ministry, Department or State Government concerned. DARPG's guidelines set a 21-day maximum for redress. If the reply is poor, you can appeal within 30 days, and appeals should be closed within 30 days.
The 30-second answer
- Register once on the CPGRAMS sign up form: name, gender, address, country, state, district, pincode, mobile number and email. Only registered users can lodge a grievance.
- Log in and lodge it with Lodge Public Grievance, or use the CPGRAMS app (Android, iPhone) or UMANG. Filing is free.
- Note the unique registration number. You need it to view status or send a reminder.
- Expect a reply within 21 days. That is the maximum redress time in DARPG's guidelines of 23 August 2024. If it needs longer, the officer should send an interim reply with reasons.
- Not happy with the reply? Rate it. A Poor rating opens the appeal option. File the appeal within 30 days. Appeals should be closed within 30 days.

CPGRAMS step by step: who handles it and the time limits
Register and log in on pgportal.gov.in
- Official contact
- Fill in the Registration/Sign up form, then log in on the User Login page with your mobile number, email or username and password, or choose Login with OTP. The login page also lists the CPGRAMS app and an AI chatbot called Samadhan Didi that takes grievances by voice.
- Deadline
- CPGRAMS is available 24x7. No fee: the portal says the Government is not charging fee from the public for filing grievances.
Lodge the grievance
- Official contact
- Choose Lodge Public Grievance (pension matters have a separate Lodge Pension Grievance option in the same menu). Describe the problem and attach papers. Without internet, you can post it to the Department of Administrative Reforms and Public Grievances, 5th floor, Sardar Patel Bhavan, Sansad Marg, New Delhi 110001, on plain paper with no set format, or file it through a Common Service Centre. Grievances sent by email are not attended to.
- Deadline
- The official pages give no time limit for filing.
It goes to the right office
- Official contact
- CPGRAMS sends the grievance to the Ministry, Department or State Government concerned, where a Grievance Redressal Officer (GRO) handles it. State and UT matters go to that State or UT Government. Find each Ministry's nodal officer on the Nodal PG Officers list.
- Deadline
- If it reaches the wrong officer, the 2024 guidelines say it must be forwarded to the right GRO or nodal officer within 48 hours. It must not be closed as "does not pertain to this office".
Track it, send a reminder
- Official contact
- On View Status, enter your registration number and grievance password, or your email ID or mobile number, plus the security code. The Send Reminder page takes the same details.
- Deadline
- Redress within 21 days at most. Grievances flagged as priority should be resolved within 3 days at most. If it takes longer, the officer must give an interim reply with reasons.
Rate the reply and appeal
- Official contact
- When the grievance is closed you get an SMS or email. Give feedback on the portal. If you rate it Poor, the appeal option opens. The appeal goes to the officer next senior to the GRO. Each Ministry's Nodal Appellate Authority is on the Nodal Authority for Appeal list. Track it on View Appeal Status with the appeal number, or your email ID or mobile number.
- Deadline
- File the appeal within 30 days (CPGRAMS FAQ 15). Appeals should be closed within 30 days. Only one appeal is allowed per grievance.

What is CPGRAMS and who runs it?
CPGRAMS is the Centralised Public Grievance Redress and Monitoring System. It is run by the Department of Administrative Reforms and Public Grievances (DARPG), under the Ministry of Personnel, Public Grievances and Pensions, and hosted by NIC. It is an online platform, open 24x7, where you can lodge a grievance against a public authority on any subject related to service delivery. It is connected to all Ministries and Departments of the Government of India and to the States. DARPG does not settle grievances itself: it forwards them to the Ministry or Department concerned, which redresses them, and DARPG reviews how fast they do it. DARPG's guidelines of 23 August 2024 cut the maximum redress time to 21 days and say an appeal should be decided in 30 days at most. Filing is free. The portal warns that any money paid for filing goes only to M/s CSC, the Common Service Centre operator. Sources: CPGRAMS home page, CPGRAMS FAQ, DARPG OM of 23 August 2024.
What can I not complain about on CPGRAMS?
CPGRAMS does not take up RTI matters, court related or sub judice matters, religious matters, or service matters of Government employees, including disciplinary cases, unless the employee has already used the prescribed channels. The CPGRAMS FAQ also lists personal and family disputes and anything that affects the territorial integrity of the country or friendly relations with other countries. The 2024 guidelines add suggestions to the list. A GRO can close such a reference by explaining the rule. Sources: CPGRAMS home page, CPGRAMS FAQ 10.
Common problems and what to do
No reply after 21 days
Use Send Reminder on pgportal.gov.in. The CPGRAMS FAQ says you can also take it up with the Director of Public Grievances of the Ministry or Department concerned. Their details are on the Nodal PG Officers list. The FAQ also says every Wednesday is earmarked for the Director of Public Grievances to receive and hear grievances in person.
It was closed without details
A closed grievance cannot be reopened (CPGRAMS FAQ 7). Lodge a fresh grievance that quotes the old registration number and ask for the details. The FAQ notes that details are sometimes sent by post, so wait for the letter first. If you are not satisfied with the outcome, rate it Poor and appeal within 30 days instead.
Your complaint is about a company, a seller or a service
CPGRAMS is for public authorities. For a consumer problem with a company, try the National Consumer Helpline (NCH 1915), then a consumer court complaint on e-Jagriti.
Your complaint is about a bank or an insurer
RBI and IRDAI run their own routes with fixed time limits. For banks, see how to file an RBI Ombudsman complaint on the CMS portal. For a rejected health claim, see the health insurance claim rejected guide.
The portal itself is not working
For technical problems with the portal, CPGRAMS lists the support email cpgrams-darpg@nic.in. Do not send the grievance itself by email: the portal says grievances sent by email will not be attended to.
